About the report:

The primary objectives of this study were (1) to determine the state of the art of procedures for the investigation and evaluation of the community and environmental impact of investments in highway facilities, (2) to develop in detail those investigative and evaluative procedures for use by the Virginia Department of Highways, and (3) to establish a methodology for determining the probable impact of an urban highway on the environment it traverses.
