Synthesis of Local and Regional Truck Freight Planning Practices

About the project:

Truck freight transportation accounts for approximately 6% of total VMT on Virginia public roads (VDOT, 2020), is expected to grow at roughly twice the annual rate of passenger VMT nationally over the next 30 years (FHWA, 2019), and for the past few years has accounted for 0% of TPRAC projects.  This discrepancy is possibly a case of the committee not being aware of opportunities in the truck freight area that need to be addressed.  This research seeks to identify those opportunities through two deliverables:  identification of best practices for incorporating truck freight into regional planning efforts (including an understanding of mechanisms through which Virginia’s 15 MPOs consider truck freight needs) and application of one promising practice, as a case study, at one Virginia location.  This latter deliverable is intended to incorporate the possibility of connected autonomous trucks.
