Title: Development of Pavement Structural-Capacity Requirements for Innovative Pavement Decision-Making and Construction

Abstract:

The Virginia Department of Transportation (VDOT) uses data from network-level condition surveys to assess the functional condition of its pavement network.

VDOT employs this information to develop its annual needs-based budget by assuming the typical costs for five levels of treatment: doing nothing; preventive, restorative and corrective maintenance; and reconstruction.

In 2008, VCTIR published the results of a three-year study that collected structural condition data on Virginia’s interstate network. VDOT’s Maintenance Division included results of this study in its needs-based budget assessment. The need still exists, however, to update this information and develop structural indices to determine the remaining life of the pavement, which can be incorporated into VDOT’s pavement management system.
