Project No.: 89056
Target Date: 09/18/2008
Abstract: This annual survey, conducted by the Virginia Transportation Research Council for the Department of Motor Vehicles, measures safety-belt and motorcycle helmet use among adults and passengers 15 and under through field observations at sites around the Commonwealth.  Rates for adult use are reported to the National Highway Traffic Safety Administration as Virginia’s official use rate.  Safety-belt and helmet use rates for adults and belt-use rates for both adults and vehicle occupants 6 to 16 are then used to evaluate the effectiveness of belt and motorcycle helmet use campaigns as well as changes in legislation and enforcement.
