Title: Guidelines For Prioritizing Curb Ramp Retrofits Under The Americans With Disabilities Act

Abstract: Each year, VDOT has to prioritize which curb ramps, out of more than 80,000, should be improved to comply with the Americans with Disabilities Act (ADA). Some curb ramps are non-compliant; other locations need a curb ramp and do not have one.VDOT has a prioritization policy based on the functional condition of curb ramps, although details of its implementation may vary among VDOT districts and localities. Groups representing people who are blind or have visual impairments may have a different preferred method of prioritization from the local VDOT process. Interviews with representatives from such groups could provide information regarding the groups’ goals with respect to curb ramp retrofits.This information can inform VDOT guidelines for curb ramp prioritization in the future, including locations to prioritize. This study will provide guidelines for utilizing a curb ramp prioritization process to determine which curb ramps to retrofit in a given year. It will also establish program performance metrics based on the results.
