Title: Development of Pavement Structural Criteria Using Data from Traffic Speed Deflectometer Pilot Study

Abstract: Currently, VDOT can only assess the functional condition of its pavement network based on what is observable at the surface. This process neglects the underlying structural capacity which influences the rate of deterioration of a pavement. Since the underlying structural condition is unknown, VDOT is unable to accurately allocate pavement rehabilitation funding. This study proposes to conduct testing using the Traffic Speed Deflectometer (TSD) - a tractor-trailer mounted system that uses a series of Doppler laser sensors to measure the pavement deflection velocity which is then converted to a deflection measurement - on an approximately 4,000 mile portion of the highway network and to develop criteria that VDOTs Maintenance Division can use to assign rehabilitation treatments using the structural capacity of the pavement.
