Title: Cost and Benefits of a Formalized Preventive Roadway Maintenance Program for Virginia

Abstract: The Virginia Department of Transportation (VDOT) has moved forward with implementation of needs-based budgeting on maintenance for major highway assets, including pavements, bridges, structures, and other roadside elements. However, VDOT does not currently employ a statewide preventive maintenance strategy to address activities that are not driven by observed condition of structures or systems. The study will consider individual practices in VDOT engineering districts, as well as those of similar transportation agencies. The study will result in an assessment of costs and benefits of a formal preventive maintenance strategy and development of a recommended preventive maintenance procedures manual.
