Evaluation of Roadway Sites for Queue Management

Abstract: This study addresses the problem of queueing on highway facilities, wherein a large number of computerized methods for the analysis of different queueing situations are available. A three-tier classification system of the methodologies was used with the following categories: dedicated techniques, classical queueing theory, and simulation. A knowledge base for selecting an appropriate technique for a specific facility and problem is provided. The utilization of the video camera to capture queueing data in the field is described and applied to evaluate alternative methods to analyze queueing at signalized intersections. This evaluation revealed three distinct approaches from the respective categories for the evaluation of queueing at signalized intersections: the 1985 HeM method, the vacation-server queueing model, and TRAF-NETSIM. It was found that the queueing model and simulation methods offer flexibility over the more structured, dedicated 1985 HeM method and should be considered in the analysis of other situations as well as of signalized intersections.
