Title: A Mesoscopic Simulation Approach to Analyze the Hampton Roads Hurricane Evacuation Traffic-Control Plan

In this study, a mesoscopic traffic simulation model, DYNASMART, will be developed for the Hampton Roads region to analyze the performance of evacuation routes during a hurricane evacuation. Mesoscopic models are the middle ground between microscopic and macroscopic models. They allow a detailed representation of vehicles similar to micro models but update the vehicles’ positions using macroscopic traffic equations.

The developed model will identify potential bottlenecks along both interstates and arterial roads and propose countermeasures.  The study will also recommend the best placement for portable traffic-monitoring devices.  Additional evacuation scenarios – such as phased versus non-phased and single-entry lane reversal versus multiple-entry lane reversal – will also be evaluated.  Finally, having a valid mesoscopic simulation model for the entire Hampton Roads region will serve as a valuable resource for future evacuation scenarios.
