Title: MASC Hampton Roads Hurricane Evacuation Study
Contact: Michael D. Fontaine
Project No.: 86622
Target Date: 06/30/2008

The Virginia Department of Emergency Management has contracted with Old Dominion University's Virginia Modeling, Analysis, and Simulation Center (VMASC) to conduct research relating to the evacuation of Hampton Roads under hurricane conditions.

VMASC will specifically seek to address the following questions:

a. How can traffic incidents degrade operations and increase evacuation times?
b. How can the effects of incidents be mitigated?
c. How sensitive are plans to assumptions regarding behavioral and network parameters?

This work will be accomplished through a series of tasks.  VCTIR will assist with Tasks 3a, 5, and 6 as listed below:

• Task 3a:  Data Assessment and Collection, Network and Socio-Economic Data.
• Task 5:  Develop Evacuation Scenarios.
• Task 6:  Model the Incident Scenarios.

In addition, VTRC will assist in the development of the final report.
