Title: Evaluation of Truck Lane Restrictions

Abstract: The purpose of this project is to evaluate the safety and operational effects of the truck lane restrictions enacted by the Code of Virginia. This evaluation will cover both the speed-dependent restrictions on two-lane directional segments and the restrictions on three-lane segments. The impact of the truck lane restrictions on overall crash frequency and truck-involved crash frequency will be evaluated using the Empirical Bayes method. Traffic operations will be examined by comparing sites with restrictions to similar sites without restrictions. Specifically, the percentage of trucks impeding flow, the compliance with the restrictions, and vehicle speeds by lane will be examined. An assessment of the efficacy of the existing regulations will be made, and recommendations for changes in the Code will be suggested, if appropriate.
